Noelia Rodríguez-Quiñones is an accomplished immigration attorney and federal litigator.

Born and raised in Puerto Rico, Ms. Rodríguez is a native Spanish speaker. She left the island to attend Carleton College in Northfield, Minnesota, where she obtained a Bachelor of Arts in Psychology, as well as Certificates of Advanced Study in Spanish and German Language and Literature, in 2010. Ms. Rodríguez went on to receive her Juris Doctor from Loyola University Chicago School of Law in 2013 and was admitted to practice law in Illinois that same year. In 2014, she was admitted to the General Bar of the United States District Court for the Northern District Court of Illinois.

From April 2014 through December 2018, Ms. Rodríguez was an Associate Attorney at Nancy M. Vizer, P.C. (NMVPC), a Chicago-based boutique immigration firm. She served as Of Counsel at NMVPC from January through June 2019. While at NMVPC, Ms. Rodríguez distinguished herself through her work on employment-based petitions on behalf of professors and researchers in a variety of fields, as well as individuals with extraordinary ability in the sciences, arts, and athletics. She also regularly represented individuals in a variety of family-based and humanitarian immigration matters.

Ms. Rodríguez has litigated matters arising under the Immigration & Nationality Act (INA) and Administrative Procedure Act (APA). She has successfully challenged unreasonable delays in the adjudication of petitions and applications before the U.S. Citizenship & Immigration Services, the denial of an I-130 petition under Section 204(c) of the INA, and the denial of an EB-1B petition on behalf of a research professor. Most recently, she served as co-counsel alongside the American Immigration Council and other law firms in Acquia Inc, et al, v. USCIS, a multi-plaintiff lawsuit challenging USCIS’s arbitrary and capricious refusal to accept timely and properly filed cap-subject H-1B petitions.

Ms. Rodríguez is licensed to practice in Illinois and can assist immigration clients throughout the USA.
